The following incentives may be available to property and business owners in the downtown area:

Façade and Exterior Improvement Program

This program is an incentive available to businesses located within the Central Business Improvement District (“CBID”) for aesthetic and structural improvements to the exterior of a commercial building and site.  The intent of the program is to assist tenants and/or property owners to preserve and enhance existing buildings in downtown Clarksville.  Façade improvements, structural improvements, painting of the building, installation of awnings, new doors/windows, landscaping, repair of sidewalks/driveways, and brick pavers are typical improvements covered by the Façade and Exterior Improvement Program.  The Two Rivers Company will provide a grant for 75% of a project located within the CBID totaling $10,000 or less, for a maximum grant of $7,500.  For projects within the CBID targeted redevelopment areas (properties on Strawberry Alley and Franklin Street, between First Street and Second Street) the grant may be increased to $20,000 with a 20% match from the business.

Rent/Lease Assistance Incentive Program for New Businesses

This program provides financial assistance in the form of a rent reimbursement to targeted new businesses that are wishing to locate within a targeted area of the Clarksville Central Business Improvement District (“CBID”).  This incentive is provided to help reduce the initial monthly lease rates that the business would pay and assist them through the first few months of operation.  These early months are generally the months that businesses incur the greatest costs with the least amount of income.  The Rent/Lease Assistance Incentive Program for New Businesses helps a targeted new business cover a portion of the rent while they establish their customer base in this new location.  The Two Rivers Company will provide a reimbursement grant for one-half (1/2) of the business’s monthly rent, or $500 per month (whichever is less) for a one-year period. The maximum total grant per business is $6,000.

Tax Increment Incentive Program for Civic Plaza Development Area

This program provides incentives through the application of incremental property tax revenues to assist with the payment of costs relating to the development or redevelopment of properties within the Plan Area.
